Dr. Wilfried Bassalé is a Luxembourg lawyer with over ten years of international experience in the construction, infrastructure, energy, and transport sectors in Africa and Europe. An expert in public-private partnerships, he is a member of the Public-Private Partnerships Working Group of the United Nations Economic Commission for Europe and has worked with Development Finance Institutions, as well as national and international financial institutions such as Compagnie Benjamin de Rothschild, the United Nations Development Programme, the African Development Bank, the United States Agency for International Development, and the European Union. A graduate of the École Nationale des Ponts et Chaussées in Paris, he also holds a Doctorate in Law from the University of Luxembourg.
