OSA Growth Capital (OSA GC) is focused on solving the most pressing issues of our time. To this end, OSA GC is launching a first impact investment fund in the water and energy sectors in West Africa. Current energy and climate change targets require a fundamental rethink of the energy system and the development of water management. The development of these two sectors in particular is still in great need of expansion and investment, especially in Africa.
We believe that impact investing is a key tool in achieving our vision of a long-term shift towards a more sustainable way of doing business.
The fund will invest in small and medium enterprises with high growth potential and sound business model. The SMEs must operate in the water and/or energy sectors in West Africa. The SMEs mission must be to deliver measurable impact to local communities, particularly in improving access to drinking water and affordable energy.
We finance selected bankable projects that are aligned with the United Nations Sustainable Development Goals.

OSA GC Energy & Water 1 will be the first impact investing fund dedicated to both sectors in Africa. As these two sectors are often correlated, developing them simultaneously will increase the overall impact of the projects and also ensure a solid return on investment as the demand for water and energy increases due to population growth, industrialisation and urbanisation.

Our international team has hands-on entrepreneurial and long-term investment experience in Africa, including managing multi-dimensional strategic projects and successfully navigating the region's complex business environment while working with local authorities.
We have the local knowledge and deep cultural understanding to engage all stakeholders. Our skills and best practices also enable us to identify opportunities that, with technical and financial support, can be turned into sustainable projects that remain operational and profitable after OSA GC's exit.
Jean-Claude is Co-Founder and CEO of OSA Growth Capital, focusing on deal sourcing, initial analysis and transaction structuring. Previously, he founded OSA Advsiory in 2018, a leading consulting firm with a geographical focus on West Africa, advising companies and institutions from the private, public and social sectors on how to develop and grow their business in West Africa. As part of his work, he has also undertaken capital raising and investment projects in the areas of health, energy, water sectors and as a strategic partner of the Ivorian government, to mobilize 5.8 billion euros (6.4 billion US dollars) for the tourism sector in 2019.
He has worked for leading management consultancies and banking institutions such as KPMG Advisory, Barclays Bank, Allianz Global Investors and BNP Paribas CIB and holds an Executive Master in Entrepreneurship & Innovation from HEC Paris, an MBA in International Business from ISG Paris and a BA from Wales University UK.

Julie Blümmel-Gascoin joins International Committee of the Red Cross (ICRC) with over 10 years of professional experience in project finance in developing countries. Driven by the desire to make an impact through her work, Julie has dedicated her career to contributing towards providing access to decent, economically, and environmentally sustainable infrastructure for all As Project Finance Manager, and more recently Deputy Director of Innovative Finance at Eranove Group, a pan-African utility specialized in access to essential water and electricity services, she has worked on the development and structuring of numerous infrastructure projects throughout Western and Central Africa. Previously, Julie worked as an Investment Officer at Proparco's regional office in Abidjan.
Julie is Franco-German and holds a dual-degree in Corporate and Public Management from HEC and Sciences Po Paris. In 2021, she participated in the Social Finance Programme at Oxford University and attended courses by the Initiative for Blended Finance at UZH last year.
Julie is a member of the Investment Committee of OSA Growth Capital.
Pauline Deschryver works for DTEK, the largest energy investor in Ukraine and present in the EU. As a senior corporate finance manager in the London office, she is responsible for project & corporate finance, strategy development and investor relations. With nine years of professional experience in the public and private sectors (including seven in Africa), she has honed her skills in project finance, strategy consulting and sovereign advisory in emerging markets. Her expertise lies in infrastructure finance, investment analysis, and green and sustainable finance. Prior to DTEK, Pauline was an Investment Officer at the International Finance Corporation (IFC) focusing on infrastructure in East and West Africa. She was involved in originating and structuring deals in the infrastructure space, managing portfolio, and contributing to the Global Carbon Credits Working Group. Pauline holds a Master of Public Administration from Columbia University and a Dual Master in Public and Corporate Management from HEC Paris and Sciences Po Paris. Pauline is a member of the Investment Committee of OSA Growth Capital.
Patrice Fonlladosa is a recognised expert with more than 35 years of experience in leading companies worldwide in the development, construction and operation of environmental infrastructure. Patrice was Chairman and CEO of Veolia Water in the Africa, Middle East and India region until 2019. He was in charge of the Group's strategic partnerships, establishing new alliances with various stakeholders such as development finance institutions (IFC, Proparco...) and institutional investors.
Before joining Veolia more than 24 years ago, Patrice was Financial Director of Matra Transport Taiwan and Bouygues Travaux Publics. In addition to these professional roles, Patrice served for several years as Director of AFD (the French Development Agency) and MEDEF (the largest French business network).
Currently President of the think tank (Re)sources, he advises public and private organisations on international development and governance. He is also an independent director on several boards in France and abroad and on CIAN (Conseil des Investisseurs en Afrique).
Patrice is a member of the Investment Committee of OSA Growth Capital.
Thomas works as an Independent Director at OSA Growth Capital. He has over 30 years experience in alternative investments. He started as a trader at the Frankfurt Stock Exchange in 1989. Since 2008 he has been a director at the private bank Donner & Reuschel, working in corporate finance, primary markets and more recently alternative investments. The rapid growth of alternative investments has led him to focus on innovative and high yielding investment opportunities in private equity, private debt, real estate, sports and infrastructure.
Ronfeld is a member of the Investment Committee of OSA Growth Capital.
Pierre is Senior Advisor at OSA Growth Capital, for 20 years, he has managed proprietary trading positions, trading and sales teams for Société Générale (SocGen), spending the last 10 years as Manager of the 350-person Fixed Income and Corporate Finance Division of SocGen New York, with responsibility for all trading activities in Montreal, Panama City, Mexico City, Sao Paulo and Buenos Aires. In this position, Pierre’s teams accounted for over 50% of Socgen’s worldwide Interest rate & FX risk limits, and achieved 75% of SocGen’s global net results in these asset classes. Under Pierre's management, the New York businesses into a $1 billion a year operation, the second biggest profit center for SocGen's Investment Bank.
Franck is responsible for internal operational management, monitoring and evaluation, external reporting and the management of development projects. He has over 10 years of professional experience in wealth management, compliance, business development and as an investor in Europe and Africa. He has worked for KPMG Advisory, Natixis Asset Management and Natixis Wealth Manage- ment, advising institutional and private investors. At Société Générale Bank, he coordinated relations with the ACPR and the European Central Bank. Franck holds a Masters in Inter- national Finance from ESLSCA Business School. Franck is a member of the Investment Committee of OSA Growth Capital.
Sandrina is member of the investment committee of OSA Growth Capital and has over 10 years of experience in impact investing, consulting and business development in Africa. Sandrina is Director of Sustainable Development and Communication for Indorama in Senegal. She has worked on numerous projects for the African Development Bank in West Africa. She holds an MBA from Lancaster University Business School in the UK and a Masters in Human Sciences from the University of Paris VIII in France.
Dr Bassalé is a Luxembourg lawyer with over 10 years of international experience in the construction, infrastructure, energy and transport sectors in Africa and Europe. An expert in public-private partnerships, he is a member of the PPP Working Group of the United Nations Economic Commission for Europe and has worked with DFI, national and international financial institutions such as Compagnie Benjamin de Rothschild, PNUD, BAD, US-AID, UE. A graduate of the École Nationale des Ponts et Chaussées in Paris, he also holds a doctorate in law from the University of Luxembourg.
Sumiko is Investment Associate of OSA Growth Capital. She has experience in M&A finance and strategy, including cross-border deals between emerging markets and Japan. She started her career at a Financial advisory firm and switched to Accenture Strategy, where she gained diverse skills in transactions including business and financial due diligence and corporate valuation. Leveraging those capabilities, she was in charge of finance training at the M&A division of Accenture. She has also helped a Japanese coding school expand into Africa by opening its first branch in Africa. Sumiko is an MBA candidate at HEC Paris and VP of Finance of Africa Club.
Innpact Mauritius, our strategic partner, is the CIS licensed manager of MIFGA. The CIS manager in Mauritius works closely with the Fund Management Services (FMS) team in Luxembourg to provide the extended fund management services and access to a whole set of best blended finance fund management experience, tools, reports, processes in Active Portfolio Management, Fund projections, ALM, FX Hedging, Risk Management, Compliance, Fund raising, Financial and Impact Reporting based on 15 years serving the impact finance structure. The FMS team is comprised of experienced consultants and includes a microfinance expert with over 10 years experience within the Financial Institutions Group of the International Finance Corporation (IFC).
